8.2.5 Employment practice equivalent rights outsourcing

In accordance with the principles of fairness and protection, and to ensure the rights and obligations of both parties, Providence University explicitly requires contractors to comply with the Government Procurement Act, Labor Standards Act and relevant regulations issued by competent authorities. Contractors must provide the following protections to personnel assigned to perform outsourced services at the university, thereby safeguarding their employment rights:

1. Mandatory Social Insurance Coverage
Contractors are required to enroll outsourced personnel in the following insurance programs, in accordance with the Government Procurement Act and applicable regulations:

  • Labor Insurance
  • National Health Insurance
  • Labor Occupational Accident Insurance
  • Employment Insurance
  • Third-Party Liability Insurance

These measures are intended to ensure the basic health, safety, and accident compensation rights of workers.

 

2. Protection of Labor Conditions and Employment Rights
The contract stipulates that contractors must comply with the following laws to protect the labor rights of all employed personnel, especially those from vulnerable groups:

  • Labor Standards Act
  • People with Disabilities Rights Protection Act
  • Indigenous Peoples Employment Rights Protection Act

These provisions aim to guarantee equal employment opportunities and protect the rights of disadvantaged populations, including persons with disabilities and indigenous peoples.

 

3. Contract Performance Management and Audit Mechanisms
The university reserves the right to require contractors to submit the following documentation during the contract period:

  • Employee roster
  • Proof of insurance enrollment
  • Evidence of labor pension contributions

Regular audits may be conducted to ensure that contractors are fully implementing labor rights protections.
